Investigation: What Causes People to Reoffend in Ohio’s Cuyahoga County? 

In the latest report for The Marshall Project’s Testify series profiling the uneven outcomes of Cuyahoga County, Ohio’s court system, Wesley Lowery and Ilica Mahajan analyzed the cases of repeat defendants. While repeat offenders are “often miscast as violent criminals,” the Marshall Project’s analysis found that most committed nonviolent crimes influenced by mental illness and untreated addiction, undermining common understanding of who “career criminals” really are.
